In 1993 Governor George Voinovitch and the Ohio Legislature, as part of an effort to reform the Ohio Bureau of Workers Compensation (BWC) system, passed legislation requiring that every employer in the state of Ohio provide a comprehensive managed care system as part of its workers compensation program. Under the new system, Ohio's state funded employers will have approximately 60 days to select a private managed care organization (MCO). If they do not choose an MCO the Ohio BWC will select one for the employer. The program was implemented in 1996.
